It's still about PHILHEALTH for OFWs

In the Middle East, which most of my critics are based, there is a group called "Migrante" who are appealing to OFWs around the world to join their campaign by signing the petition to “Scrap Philippine Health Circular No. 022 " this is about the increase of PhilHealth annual premium contribution from Php 900 to Php 2,400 which took effect last July 1, 2012.

I am LIKE YOU, an OFW who is struggling to work abroad for a living, away from home and my family. I offered this information to you because I do believe for PROGRESS through POSITIVE THINKING for THE PHILIPPINES because I don’t want my children to work abroad, to earn a living just like us today, who suffered from emotional and psychological burden. Even some of us were been abused or discriminated.

Presently, we have a good President compared to the past administrations (we are still hoping for the better and the best). Why do we not give him a chance to prove himself. But, we should also remember that he is not superman that can change everything in a blink of an eye. We cannot feel progress in an instant, it takes time to wait, so that we can enjoy the fruits of our labor working abroad through good leadership of our current president. What is this Philppine Health Circular No.22:

In Line with the implementation of the Universal Health Care Program, the Philippine Health Insurance Corporation (PhilHealth) aims to support the attainment of universal health care by eventually having all Filipinos assigned and taken care by a Primary Care Provider and members and their qualified dependents are given the option to avail of no balance billing health care services. Furthermore, the Corporation will support the attainment of the Millennium Development Goals (MDGs) health targets by 2015. To implement enhancements in the NHIP benefit packages.

The premium contribution of all National Household Targeting System, for Poverty Reduction (NHTS-PR.) identified poor families of the Department of Social Welfare and Development (DSWD). Under the Sponsored Program shall be Two Thousand Four Hundred Peso (PhP2,400.00) per year, effective 01 January 2012. The Sponsored Program identification card that will be issued to the intended NHTS-PR beneficiaries shall hare a two-year validity period. This is with the expectation for the National Government to sustain its subsidy until CY 2013.




For Individually Paying and Overseas Filipino Workers Programs:

Self-employed individuals under the Individually Paying and Overseas Workers Programs shall pay the minimum annual premium contribution of Two Thousand Four Hundred Pesos (PhP2,400.00).
Provided that:
1.For members who pay their contributions within the First Semester of CY 2012, the annual premium contribution shall be computed at an annual premium contribution of One Thousand Two Hundred Pesos (PhP 1,200.00).

2.For members who sign a policy contract within the First Semester of CY 2012 and commit to pay their contributions for two (2) consecutive years, the annual premium contribution shall be computed at One Thousand Two Hundred Pesos (PhP 1,200.00).

and

3.Self-employed professionals earning an average monthly income of more Than Twenty-Five Thousand Pesos (PhP25,000.00) shall continue to pay thier annual premium contribution of Three Thousand Six Hundred Pesos (PhP3,600)

In response to the thrust of the Aquino Administration for kalusugang Pangkalahatan (KP) to provide universal health care to all Filipinos and in line with the attainment of the 2015 health targets under the Millenium Development Goals (MDGs), the Philippine Health Insurance Corporation (PhilHealrh) shall provide enhanced benefits to improve financial risk protection of its members. Further, PhilHealth shall also provide all Filipinos with Primary Care Benefit (PCB) Package and an option to avail of the No Balance Billing (NBB) policy on health care services. To efficiently implement product improvements and sustain the provision of National Health Insurance Program (NHIP) benefit packages, increasing investment in health care through the adjustment of current premium contribution rates for all members is essential. Thus, through PhilHealth Board Resolution No. 1571, series of 2011, the PhilHealth Board and Management approved the increase in premium contributions of those enrolled or to be enrolled under the Individually Paying Program to Two Thousand Four Hundred Pesos (PhP 2,400) per year effective last July 1, 2012. Further, to ensure continuous coverage of members in the Informal Sector, PhilHealth shall issue a policy contract which provides financial risk protection to the members and their dependents.


No Balance Billing (NBB) policy
Pertaining to the availment of benefits under the new case rates is applicale to Sponsored
Program members and / or their dependents admitted in accredited government
hospitals due to any of the following medical conditions and surgical procedures:

The NBB policy also applies when the Sponsored Program members avail themselves of outpatient surgeries, hemodialysis and radiotherapy in accredited non-hospital facilities that includes free-standing dialysis centers (FSDCs) and ambulatory surgical clinics (ASCs). It also applies when they are availing themselves of their existing outpatient packages for TB-DOTS, Malaria
and HIV/AIDS. At the same time, all other member-types are entitled to the NBB policy when availing themselves of the Maternity Care Package (MCP) and the Newborn Care Package (NCP) in accredited MCP (non-hospital) providers.
